FlinkMiniCluster represents a single Flink job running inside a single pod,
with JobManager and TaskManager merged into one JVM process. This pull request
introduces the new custom resource definition and API types from FLIP-611.
## Brief change log
- Adds the FlinkMiniCluster kind to the operator API module, alongside the
existing FlinkDeployment, FlinkSessionJob, FlinkBlueGreenDeployment and
FlinkStateSnapshot kinds, together with a generated CRD, RBAC rules, webhook
dispatch and validation.
- Updates the webhook and plugin docs
- Refactoring done to enable plugging in the MiniCluster changes are in
separate commits to make it easier to review
