## Purpose of the change CI is red, see [FLINK-41070](https://issues.apache.org/jira/browse/FLINK-41070). Moving to 1.19.3 also needs the fixes for [FLINK-38485](https://issues.apache.org/jira/browse/FLINK-38485) and [FLINK-41071](https://issues.apache.org/jira/browse/FLINK-41071), so they're one commit each in this PR. ## Brief change log - Upgrade Testcontainers to 1.21.4 - Add commons-codec as a test dependency - Test against Flink 1.19.3 instead of 1.19.0 and pin commons-lang3 for dependency convergence ## Verifying this change Ran the CI build locally (`mvn clean deploy` with `-Pcheck-convergence` and `-Pjava11-target`, plus the license check) on JDK 11 against Flink 1.18.1 and 1.19.3, with Docker 29. Both pass, with 39 ITs and 111 (1.18.1) or 112 (1.19.3) unit tests. ## Impact and documentation Not applicable.
