The sequence behind the blocker: `per_cluster`, removed-cluster retention on, parallelism 2. Restore with cluster-0 retained and its split reported by reader 0, while the partition's hash owner is reader 1 (a rescale gets you there). Re-add cluster-0, then fail reader 0: `addSplitsBack` returns the split and reader 0 re-registers reporting it. On this branch nobody gets the split. Bounded, both readers have been told there are no more splits before the failure, and reader 0 is told again without the split.
