URL: https://github.com/apache/flink-agents/pull/1323

   Linked issue: N/A — test/CI hotfix; no production behavior change.

   ### Purpose of change

   `RescalingTest` emits 1,512,000 event TraceLog records (about 887 MB in one
Java UT run), obscuring useful CI output. Its eight parameterized cases process
504,000 inputs and emit three events per input, but the assertions concern
savepoint recovery and rescaling rather than trace logging.

   Set `trace-log.targets` to an empty list on the test's `AgentPlan` before
connecting the topology. This disables TraceLog for this test while retaining
its workload, assertions, and ordinary Flink diagnostics.

   Also run the Flink 2.3 Java IT matrix entry on JDK 21, matching the other
Flink 2.x entries and enabling tests gated on JDK 21.

   ### Tests

   - Clean reactor build and all eight `RescalingTest` cases on JDK 17 with
`LOG_LEVEL=INFO`: 8 passed, 0 failures/errors/skips. Spotless checks passed as
part of the build.
   - Verified zero `org.apache.flink.agents.TraceLog` record lines; the full
local build/test console log was approximately 2.3 MB.
   - Workflow YAML parsing, Java IT matrix validation, and `git diff --check`
passed.
   - Full Java/Python suites and the updated Flink 2.3/JDK 21 IT job were not
run locally; the latter is left to CI.

   Validation command:
   ```bash
   LOG_LEVEL=INFO mvn --batch-mode --no-transfer-progress -pl runtime -am \
     clean test-compile jar:test-jar test \
     -Dtest=RescalingTest -Dsurefire.failIfNoSpecifiedTests=false
   ```

   ### API

   No public API or production default changes. TraceLog is disabled only in
`RescalingTest`; its existing failure assertions are unchanged.
