[FLINK-920] Reconfigure Apache Rat to enforce the correct ASF license header
Looks like I made a mistake while putting the headers to the *.xml files.
Also, some other files had wrong headers.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/rmetzger/incubator-flink asfrat
