I see your point, but I cannot judge whether it is the right way to go. T
The top level NOTICE may also reflect the Maven dependencies. Maven
dependencies are transitively resolved, ergo they result in the dependency bits
being included with your project, if you add Flink as a dependency.
Projects like Ambari and Spark have similar LICENSE and NOTICE files at the
top level (source distribution) as we had. In that sense, removing the notices
might not be correct.
