[FLINK-1027] Added support for '--' and '-' prefixed tokens in CLI program
arguments.
This is a fix for #161 following the suggestion from Moritz. I changed line
the parser call to:
```
parser.parse(RUN_OPTIONS, args, true);
```
Closes #161.
