### Search before asking - [x] I searched in the [issues](https://github.com/alibaba/fluss/issues) and found nothing similar. ### Motivation Now we can only observe partition count in Zookeeper. I think sometimes user creates many unexpected partitions (thus too many buckets) can cause cluster unstable.
