Steps to replicate in Gfsh:
# start a locator
# start a server with a cache.xml
# copy that cache.xml and give it a new name
# start a second server with the cache.xml from step 3.
If the region defined in the cache.xml used to start a server already exists, a
NullPointerException is thrown.
