We discovered that these jobs are still running in parallel. The prveious
change flipped the value of PARALLEL_GRADLE for these jobs, but the scripts
were just interpreting that to leave off the --parallel flag. Since parallel is
the default after 0bf8b14db69a952fd57c66ffe351b1fd42735209, the jobs are still
running in parallel.
