GEODE-8890: Catch ClassCastException in LocatorDiscovery.java (#6000)

- Handle ClassCastException the same way as ClassNotFoundException
- Added unit tests for LocatorDiscovery
- Modify log messages to be clearer
- Clean up LocatorDiscovery static analyzer warnings
