I realized that this implementation isn't going to work very well. The
biggest problem is that when you run `CLUSTER SLOTS` against this, it replies
with internal (to Docker network) IPs and ports. This means it's inaccessible
from any externally running test code. Hopefully I can rework it to something
useable.
