We saw this failure again on 1.13
(http://files.apachegeode-ci.info/builds/apache-support-1-13-main/1.13.2-build.0463/test-results/distributedTest/1612351073/classes/org.apache.geode.session.tests.Tomcat9CachingClientServerTest.html#sessionPicksUpSessionTimeoutConfiguredInWebXml),
this time with the Tomcat9CachingClientServerTest. It's likely this issue is
with the CargoTestBase.
