CODEOWNERS confers both notification for a code area, as well as gatekeeper
responsibilty.
In some cases, you may want just the notification aspect, but not the
responsibility of being a required codeowner reviewer.
Introducing CODEWATCHERS. This has the same syntax as CODEOWNERS but adds you
as an optional reviewer rather than a required reviewer (you still need to be a
Geode committer...non-committers may be interested in GitHub's atom feed
capability instead)
