The 1+1+1 design we used locked one server during the reinstallation process,
but after locking it, we found that the wrong region was calculated in its data
and passed to the other two servers, resulting in the other two servers stopped
serving. We want to know the following two questions:
how the weight value is calculated?
how does this weight transfer to another geored site?
