I can't reproduce this issue or see what it causing this problem. It's a weird
place to fail; it actually was able to simulate creating the redundant copies
of the buckets, but not moving the primaries. The only reason I can think why
it wouldn't *simulate* moving the primaries is if it thinks the new members
don't have enough weight to deserve to take even one primary. But I can't see
how that would happen.
