The offheap package now has 83% coverage (up from 41%). The coverage is
actually better than 83% because sonar has trouble figuring out coverage in our
unit tests that use power mock. Spot inspection of them shows method that sonar
says are never called even though we have unit tests for them (and those tests
use power mock).
