This was discovered by using GFSH to start a locator and then start a server. 
Kill that server and the locator will trigger quorum loss and also shutdown. 
This probably isn't desirable behavior for small clusters. In general, most 
users will start up a very small cluster to try out Geode for the first time.

Workaround is to disable this behavior if you know you'll be using a small 
cluster: enable-network-partition-detection=false.
