No, it's definitely a configuration issue and a matter of figuring out what's
wrong. RDP support within Guacamole isn't fundamentally broken. There are no
known versions of Windows which do not work with Guacamole, and in this case I
can confirm that Windows Server 2016 is specifically known to work. I have
several connections for Windows 2016 myself.
The mailing list is the proper place, and people should be able to help you
figure it out.
