Guacamole does already test for and handle changes to browser viewport size. If
I remember correctly, there are cases with soft keyboard behavior on iOS that
are undetectable, with there actually being no JavaScript-visible state change
and no way for the page itself to be aware of the fact that suddenly only half
the page is visible.
It's worth rechecking, but I worry that there is still a fundamental issue with
iOS browser behavior that is impossible to overcome.

Classification as minor doesn't mean it won't be fixed. Mobile browser behavior
is a notoriously finicky, moving target, and issue priorities are relative. If
this is something that can be resolved, it will be. The question is not whether
a user affected by the issue would consider it major, but whether the issue
itself should be considered major across Guacamole's entire user base.
In any case, I don't think you should worry too much over a difference of
opinion on a single level of issue priority. It is reported, it will be looked
into, and it will be fixed if possible. I believe there was a somewhat similar
issue reported recently(ish) for iOS 13, and so I will likely soon be looking
into both once I obtain a more recent test device.
