Hi Caleb Welton,
The upgrde command 'gpmigrator' from hawq1.3 to hawq2.0 will call this
functions(because we add gp_relfile_node/gp_persistent_relfile_node/... ),
although this defect doesn't exists in this scenario because hcatalog feature
is supported from hawq2.0. If we need to change relative system table, we need
to call this function again in the future.
