Description:
As a user I want to be able to skip building RPMs for certain plugins.
Makefile should read comma-separated list of plugins from environment variable
PLUGINS_EXCLUDE_RPM.

certain plugins rpms).
Makefile should read additional Gradle options from environment variable
GRADLEW_OPTIONS.
