    This comparison isn't safe, because `getDelayMillis()` gets the current 
time and therefore two `TimedProxyUGI`s that compare equal at one moment may 
not be equal the next. We're also doing an unsafe cast from `Delayed` to 
`TimedProxyUGI`.
