So, I just ran into a problem running rolling restart where users were creating 
tables against the cluster.  BulkStartupAssigner as originally written was 
rigged to fail out if anything went wrong during startup.  Since create table 
uses this now, if anything goes wrong during table create, then the fail will 
kill master.

Need to fix this.
