Sorry for kind of abandoning HBASE-7667. It needs a final push to commit. Let 
me try to squeeze that in this week. It will probably come in 0.96.1.
The proposal as such sounds reasonable to me. Is TS part of the key, or actual 
HBase TS? If the latter, there is no guarantee that old data ends up in old
