The region isn't there could be the case that a region is in transition(or 
move). There are some time widow that a region is closed at the hosting 
RS(znode isn't deleted because the region is about to open in a different RS) 
and before the znode state changes to offline, the current retry loop or the 
timing we send the CLOSE RPC could still let us hit the origin code path.
