looks like it doesn't make sense to add annotations to hbase-hadoop-compat and 
hbase-hadoop1-compat  because annotations are borrowed from hadoop2 common 
libs.  (a little silly to add a hadoop2 dep to an hbase on hadoop2 -- to other 
hbase libs do depend on it..)
