Compaction code has been rewritten in TRUNK.

For 0.90, PriorityCompactionQueue.addToRegionsInQueue() wouldn't touch a 
request which was already in regionsInQueue.
If we record the time when CompactionRequest for a major compaction was put in 
regionsInQueue, the above check can be modified to boost the priority of the 
request after specified amount of time has elapsed.
Changes in add() method is also required.
