Just ran into this in HBASE-10248 (investigating test failures).
I do not really know this code well, but wouldn't it be safe to transition ZK
node from PENDING_OPEN to OFFLINE if we got here via an
RS_ZK_REGION_FAILED_OPEN?
In fact why can't we always transition from PENDING_OPEN to OFFLINE from the
ClosedRegionHandler?
PENDING_OPEN means the region is not open. Yet here we are in the
ClosedRegionHandler.
