I think it's nice to have the authoritative changes as part of the release.
Jira might go away or have issues (or Stack might delete all the version tags
*smile*).
It's not really that much work to cut and paste from the release notes into
CHANGES.txt and then commit that file. Just my $0.02. I'm fine either way.
