Description:
If {{\-ROOT-}} moves we will get a stale location in {{table.jsp}}, we fixed
partially on HBASE-6347 by doing {{waitForMeta}} to track {{.META.}} but not
for {{\-ROOT-}} by using {{waitForRoot}}.
