I wonder if this is the right package for this:

hbase-server/src/main/java/org/apache/hadoop/hbase/regionserver/consensus/SplitLogWorkerConsensus

Won't the master be participating?  If so, the package should be in a relative 
location they both can share: e.g. o.a.h.h.consensus rather than at 
o.a.h.h.regionserver.consensus and o.a.h.h.master.consensus?
