Seeing these comments late.
Generally it is advisable to use BaseRegionObserver only but if RegionObserver
is used then there will be a compilation issue when using the CP application
with 0.98.2. If we cannot add new hooks in 0.98 then we will not be able to add
any new improvements that could be done using hooks.
