The code seems to indicate that BulkLoadHFile requires CREATE but the PDF says
it requires WRITE. Which is true?
Is CREATE inclusive of read/write? Could you create something you couldn't read
or couldn't write to?
Is there a reason that Compact requires different permissions from
CompactSelection?

I also found the new EXEC permission and put it in.
I'll keep working and submit a patch after the above questions are answered.
