Updated the java doc for the quote() api. The change to list of bytes and then
String is needed because we skip the "\\" character added by the quote.
This is something similar to accumulo. So using the offsets to recreate the
string would not work here.
A test case is added to test add labels and mutations with unicode characters.
There is no change done to the validations part. Is there any updates needed
to the patch?
