I'll talk to ryan about it.

on skipServerTests. This skips the tests in hbase-server. The other
runs run hbase-server tests by categories. Basically I wanted to run
all the non server tests in one test instance (They run really fast)

As far as how to leave the flakey/retry runner. If the test
consistently runs green, it's not flakey and doesn't need a retry.
