Isn't the configuration variable there to support a transition, if people are 
not comfortable using ZK for schema updates in the beginning? Surely we will 
not have two ways of updating schema coexisting for a long time. There would 
not be a need to toggle between them. Adding new APIs that we'd have to quickly 
deprecate does not make sense to me.
