DistributedFileSystem is imported in FSHLog and the reflection code is in 
FSUtils, so I don't think it's needed in FSHLog.

I think there will be a substantial amount of time where the storage policy for 
WALs will be different from the one for HFiles, so it's worth breaking things 
out. If you want to keep the Configuration lookup inside of the FSUtils method, 
we could take a parameter name and a default to use.
