Added index table->RegionState into RegionStates
Added method for getting HRegionInfo split by states from RegionStates
Expanded row in webgui to show more states:
Online Regions
Offline Regions
Failed Regions (failed to open and failed to close)
Split Regions (regions with split state)
Other Regions (all other states)
