Jon's suggestion looks clean but I think that would introduce new protobuf
changes to the Admin API and added to that we may need to maintain Backward
compatability also for the existing APIs?
Just adding two new APIs would increase the different type of APIs we have for
compaction alone - but less of protobuf changes.
If we want to introduce a new compact() API based on type - its better we first
do it in trunk and then add the new MOB compaction APIs to it.
