Fix Version/s: 0.98.11
Release Note: This change lowers the minimum acceptable configured
memstore heap percentage from 5% (0.05f) (10% (0.1f) in 0.98) to 0% (0.0f), and
in branch 0.98 lowers the maximum acceptable percentage from 90% (0.9f) to 80%
(0.8f).
