[~jingchengdu], thanks for taking a look.

I've isolated the lines of code that cause the test failures -- fixing it one 
way breaks TestHRegionServerBulkLoad and the other breaks a bulk loading mob 
test.  I'm digging in to figure this out before i push the merge.

Here's the code in DefaultCompactor (args are backwards in trunk!)
