bq. That will cause an extra RPC if the scanner caching is set such that it
would fire after the size limit, in that case we need the extra RPC to detect
that we're done with a region.
Maybe we can add a flag indicating that the client "knows" about the flag in
the openScanner() request. If the client knows about the flag, server sends the
flag, if not, the client does an extra RPC.
