It looks odd to use VisibilityUtils APIs in AnnotationReadingPriorityFunction.
Can we move this out from VisibilityUtils and all refer to that common place?
Or else see the comments from Andy at tail of HBASE-10619. We tend to keep the
superUsers and superGroups as members in multiple places now. Think of having
it in one place? What do you think?

Or use call.getRequestUser()?
