So the plan is to write in hfile metadata that no tags were persisted in a V3
file so some optimizations can happen then? That sounds good. Or is the plan to
add a site configuration option to disable tags in V3? In that case I would
want to hear more why and the plan for fixing the security code that will break
if it sees V3 but doesn't know tags have been disabled.
