Updated patch - Rebased based on the latest trunk. 
Purely consists of only ref couting related code.  
The blocktype has only one type  ie. MemoryType (SHARED_MEM and NON_SHARED_MEM).
Any cell coming block formed from the ByteBufferIOEngine of the bucket cache is 
marked as SHARED_MEM - helps to do the copy of the cells in case of CP wrapping 
the region scanner.
All other blocks are marked as NON_SHARED_MEM.
