Attached a suggested patch. Have to run on a cluster to see it actually works
(because in unit tests, regionservers usually come up first and make a cache
instance that the master ends up sharing regardless).
This suggestion is not right either. If block cache and configuration were
separate I suppose it'd be easier but thats a big change.
