thank you for your Share. I have fixed my hbase cluster's balancer problem with
this patch.than you very much.
when i was try to balance manually,i seem than it need a little code change in
the function getLeastLoadedTopServerForRegion(int region) of
BaseLoadBalancer.java
(org/apache/hadoop/hbase/master/balancer/BaseLoadBalancer.java)

int index = serversToIndex.get(sn);
2)after modify
int index = serversToIndex.get(sn.getHostAndPort());
