Originally, I was suggesting adding a test case that uses mocks to test that we don't double-update stats. The purpose of the original test was ensure we are getting stats back, but it wasn't checking that we are double updating b/c it wasn't getting in the path of the updates and you can't tell a double update from a single-update when the pushback value is the same. bq. we can't test the situation which client NOT collect server pushback.
