Actually, after re-reading the code, I am positive this is what is happening. 
We want to try to ship all edits in batches. The list of batches is entryLists. 
If a batch succeeds replicating, we immediately remove it from entryLists. 
After iterating through all futures and removing entries corresponding to 
successful futures, we take the "remaining" list and try again, till the 
entryLists becomes empty.
